ADE - Evaluation of Enable Exit from Vietnam- 2019
Project Description:
ADE has been entrusted by he Special Evaluation Office – SEO of the Belgian Development Cooperation (hereafter ‘the Client’) with the execution of the “Evaluation of Enabel Exit from Vietnam”.
Fulfilment of the role of local expert on the Project, throughout the entire contract period, including assumption of the following responsibilities vis-à-vis the Project to the satisfaction of ADE:
To help with the organisation of the field mission in Viet Nam;
To participate to meetings and field visits in Viet Nam;
To draft minutes for each meeting;
To work under the supervision of ADE’s Field Mission Leader (Mr Adrien Lorenceau) and to support him with drafting of the field deliverables, based on the Consultant’s expertise.
FIAAP & F.S.P & Cooperacion Espanola - Monitoring and Evaluation framework to Support to the Reform of the Myanmar Police Force (MYPOL) - 2019
Project Description:
The MYPOL project assists the Myanmar Police Force (MPF) in becoming a modern police agency centred on international best practices and respect for human rights. It aimed to achieve a more preventive, service-oriented, balanced and professional approach to policing, improve the accountability of the MPF and the relationship between police and civil society.
MKE provided the services for the design of the Monitoring, Evaluation, Accountability and Learning (MEAL) Framework for the MYPOL Project that allowed proper monitoring, evaluation and quality control of the project implementation against expected results, fosters strategic planning, accountability and learning processes.
Private Client - Implementation of Environmental and Social Action Plan for the supplies, installations & commissioning of machinery for new automotive plant - 2019
Project Description:
MKE was required to provide assistance to the client to deliver the EASP, in accordance with applicable international and national guidelines including the Equator Principles, the IFC Performance Standards, the EHS Guidelines, and the Vietnamese environmental and social laws and regulations. Our team included one Social Safeguards Specialist and one Environmental Safeguards Specialist.
BKP Development Research & Consulting GmbH - Final Evaluation of the European Trade Policy and Investment Support Project (EU-MUTRAP ASIE/2011/022818) - 2018
Project Description:
The current European Trade Policy and Investment Support Project ("EU-MUTRAP"), has been implemented since 2012 with a total budget of EUR 16.5 million. Its objective is to further Vietnam’s integration into the global, ASEAN and sub-regional trading systems and to enhance EU-Vietnam trade and investment relations. Mekong Economics evaluates two components of the project, two out of the total six EU-MUTRAP grants, assists the PMU in technical aspects and prepares the reports focusing on the evaluated components and grants
The Center for People and Forests (RECOFTC) - Socio-economic assessment of forest management in Myanmar & the Myanmar Selection System - 2017
Project Description:
As an implementing partner of the Responsible Asia Forestry & Trade (RAFT), phase 3 project in Myanmar, the RECOFTC Myanmar Country Program was tasked with providing partnership services to develop public and corporate policies that support sustainable forest management and responsible forest products trade.
To ensure these results, reviewing the Myanmar Selection System (MSS) with multi-stakeholders was a primary task under RECOFTC' mandate. For this purpose, MKE provided two experts to assess the economic viability, considerations of social needs in Myanmar forest management system, especially related to MSS and provided recommendations.
BSI & ADB - Consultancy services for Enhancing Capacity of Sanitary and Phytosanitary (SPS) Arrangements to Facilitate Trade in the Greater Mekong Subregion – 2017

Project Description:
The project built on the SPS projects for CLV and extended SPS analysis and consultations to the GMS. It also added value by bringing in the other countries to pursue GMS level analysis, discussions and consensus of SPS issues. In addition, the Technical Assistant prioritised the analysis on cooperation between customs and SPS agencies to strengthen the linkage between them, particularly in the areas of risk profiling, risk management and information sharing, through enhanced data sharing, and the establishment of a coherent and integrated approach to risk management.
This analysis eventually contributed the groundwork towards establishment of national single window systems and realization of the ASEAN single window, as well as the Asian Cargo Highway. Two National Consultants from MKE worked with BSI on this assignment.
BTC - The Mid-Term Review Of The Project “Support To The Innovation And Development Of Business Incubators Policy Project (BIPP)” - 2017
Project Description:
The project BIPP was designed to improve the policy framework for technology business incubation: an essential element of increasing the competitiveness of Vietnamese enterprises. The project supported the Ministry of Science and Technology to develop an appropriate enabling environment for the establishment and growth of technology business incubators and their S&T clients.
The resultant changes in policy and legal framework were field tested through two technology incubators (one in Hanoi and one in HCMC) and through a pilot capacity building fund (Innofund) which supported the management of other established incubators and their tenants throughout Vietnam. Best practice and lessons learnt were captured through a comprehensive monitoring system and the results fed back into further policy development.
MKE completed the MTR which analysed the performance of the project according to the DAC criteria and to the horizontal and transversal themes.
State Government of Victoria (Australia) - International Education Opportunities in Vietnam - 2016
Project Description:
The South East Asia Victorian Government Business Office (SEA VGBO) seeked to commission a project to scope international education barriers and opportunities in Vietnam for Victoria State’s universities and education service providers. Vietnam was identified as a priority market for the Victorian international education sector. Vietnam was Victoria’s third largest source market for international students and Victorian education providers were keen to build on these links to secure offshore partnerships and projects with the Vietnamese government, education institutions and industry.
Because of Victoria’s early involvement in education in Vietnam, the State was well placed to build on initiatives such as the Vietnamese Government’s proposed investment in VET reform. To appropriately and effectively meet demand for education services in Vietnam, a renewed and targeted effort in-market was required. In particular, there was a need to better understand the policy and regulatory environment, barriers to market access, the scope of business and partnership opportunities, and options for a future in-market Victorian Government presence.

Project Description:
The Facility to Capacity Building (FCB) aimed to improve the quality of human resources of Vietnam through strengthening the innovation and management skill capacities of both individuals and institutions by taking into account a broader setting including master degree trainings, traineeships, alumni fellowships, net-working, coaching, and professional development activities. The Consultant's mandates is to
(i) Identifying, attracting, and facilitating participation of beneficiary organisations
(ii) Evaluating beneficiary and training supplier proposal
(iii) Provide target groups with tools, instruments, expertise and support for effective training
(iv) Provide quality control and support for delivery of trainings
(v) Support the formation and implementation of a specified monitoring and evaluation system.
Friedrich Naumann Foundation - Workshop for Drafting of Chin State’s SME Development Roadmap - 2016
Project Description:
“Workshop for Drafting of Chin State’s SME Development Roadmap” was organized by FNF (Friedrich Naumann Foundation) together with the Ministry of Industry, Ministry of Municipal, Electrical and Industrial of Chin State and CAD (Community Agency for Rural Development) in Hakha, capital city of Chin State (poorest State in Myanmar). The purpose of the workshop was to create a roadmap with an action plan for the development of SMEs in Chin State.
MKE provided trainings focused on SME development policy and law, consultation on SME rules and regulation awareness raising, competition law awareness raising, entrepreneurship, intellectual property rights, SME strengthening; strengthening the capacity and knowledge of project cycle management, project proposal writing, leadership, and moderating and organization development.
