Project Description:

USAID/Burma (Myanmar) requires analytical support to supplement its current portfolio of Democracy and Governance, national reconciliation, economic growth and health activities. This analytical support is aligned with the Democracy and Governance Project Appraisal Document and will primarily focus on the drivers of conflict impacting the implementation of development programs by USAID/ Burma. The activity will enable the Mission to better address emerging issues, take advantage of opportunities, and react to unexpected political and economic events and social conditions.

USAID/Burma anticipates the most significant need for support in addressing conflict dynamics in Kachin, Shan, and Rakhine States, southeastern Myanmar, and the influence of national political and economic actors and institutions based in Yangon and Nay Pyi Taw. The multitude of layers impacting Myanmar’s development and democratic transition require continuous monitoring and analysis allowing the Mission to make strategic adjustments to implementation.

SMEC - National Consultancy for Vinfast Project - 2019

Project Description:

SMEC International Pty Ltd (SMEC) has been contracted to provide consultancy services for the Implementation of Environmental and Social Action Plan (ESAP) for the supplies, installations and commissioning of machinery and equipment for the construction of a new automotive manufacturing plant to be operated by Vinfast in Hai Phong, Vietnam (the Project).

MKE is required to provide assistance to the SMEC Team to deliver the required services, in accordance with applicable international and national guidelines including the Equator Principles, the IFC Performance Standards, the EHS Guidelines, and the Vietnamese environmental and social laws and regulations.

The Social Safeguards Specialist will report to the International Social Specialist and the Project Manager and undertake the following tasks:

  • Develop a Stakeholder Engagement Plan that identifies and maps the relevant stakeholders, sets out engagement approaches or methods and actions for each stakeholder or stakeholder group, confirms timing for implementation, and includes monitoring requirements;

  • Undertake a comprehensive socio-economic survey to clarify the current status of living conditions and livelihoods of displaced peoples before/ after being displaced and vulnerability of displaced people;

  • Update and develop resettlement/ livelihood restoration strategies and contribute to the development of a Resettlement Action Plan (RAP) including Livelihood Restoration Plan;

  • Contribute to the preparation of a Cultural Heritage Baseline Report;

  • Contribute to the preparation of a Social Baseline Report;

  • Contribute to the preparation of a Community Health Development Plan;

  • Conduct an analysis of the Project construction labor force to identify viable alternatives for those workers subject to retrenchment;

  • Develop and implement a retrenchment plan to reduce the adverse impacts of retrenchment on workers, in line with this IFC PS requirement;

  • Undertake land acquisition audit;

  • Conduct consultation and information disclosure on the CDP with relevant stakeholders (i.e. authorities, affected communities);

  • Conduct a baseline cultural heritage study and impacts on cultural heritages from the Project development and contribute to the development of a Cultural Heritage Management Plan including a Chance Finds Procedure;

Project Description:

The project aimed to strengthen the design and implementation of Integrated Flood Risk Management (IFRM) solutions, enhancing knowledge and application of IFRM strategies in DMCs of ADB. The assignment aimed to provide targeted technical support for program and project preparation and promote more holistic IFRM solutions, including basin-wide and NBSs that would deliver greater sustainability and long-term effectiveness, thereby strengthening flood resilience and adaptive capacity to climate change, land-use change, and other human interventions.

MKE mobilised and provided backstopping support to the inputs of the National Integrated Flood Risk Management Specialist position.

Project Description:

The objectives of this assignment were to conduct a Vulnerability Assessment (VA) that would inform the planning and implementation for the CCA, to build capacity at FD, ECD and FRI in the design and implementation of VA, including capacities in community consultation and facilitation processes that would be important skill for effective community engagement and institution building for co-management related to sustainable mangrove management.

MKE collected data and information from multiple sources, including existing research, studies and databases, expert consultations, community consultations, transect walks, community mapping, risk ranking, and focus-group discussions (including vulnerable groups such as women, poor, and different ethnic groups and religions).

The VA included community consultations as a key methodological approach. Since community consultations were also important elements of subsequent co-management and resilience-building work related to Engagement Outputs 2, 3 and 4, the VA would support capacity building on community consultation and facilitation as an integrated part of the VA
