Project Description:

The project conducted an assessment of the ASEAN regional production network and ASEAN’s role in the global supply chain. It involved:

a)   a stock take and a characterisation of the offshoring/outsourcing activities in the region;

b)   an assessment of the trends and developments in outsourcing both in goods and services within and outside the region, particularly in developed countries as well as in the BRICS countries.

This consulting opportunity was to support these activities with the overall goal of enhancing ASEAN’s approach/strategy towards the creation of a single market and production area and a strong presence in the global supply chain, as well as increasing the role of small and medium enterprises in the regional production process.

The Association of Volunteers in International Service - Evaluating AVSI project on establishing a farmer’s cooperative in Pyin Ah Lan Village Tract - 2014

Project Description:

Farmers’ Cooperative in Labutta Township in the Delta Region of Myanmar funded by LIFT and implemented by AVSI Foundation The total budget was around 301,377 USD. The project duration was 36 months from May, 14th, 2011 to 14th May 2014. The project location was six villages (Aing Ma, Kwin Pauk, Ah Mat Gyi, Ah Mat Ka Lay, Yae Cho Kan and Thaung Lay) in the Pyin Ah Lan targeted Village Tract in Labutta Township.

This final evaluation offered the opportunity to assess the implementation of the action with regards to the achievements, impacts/outcomes, the approached and methodology used, the management aspects (including efficiency), as well as to identify weaknesses and strengths in current implementation strategies. It also offered the opportunity to identify ways in which project implementation may be improved to more effectively achieve programme goals and outputs. Emerging lessons learnt and recommendations would be specifically highlighted in order to enable the project team and the network of farmer groups to make necessary adjustments when designing further programme design.

The Mid-term Evaluation was undertaken to analyse the project achievements, project management and monitoring, using specific criteria such as relevance, effectiveness, efficiency and sustainability, as well as cross-cutting aspects such as governance for development, gender equality and environment and climate change. Vietnam Bank for Agriculture and Rural Development (funded by AFD) - Monitoring and Evaluation of Smallholder Rubber Development Project - 2013

Project Description:

The Smallholder Rubber Development Project continued the Agricultural Diversification Project completed in 2006. It aimed to provide credit and technical support to maintain the planted rubber areas under the previous project in ten provinces situated in the Central highlands and coastal region.

The M&E assignment was undertaken to support the Project Management Committee to monitor the implementation in terms of the effectiveness, efficiency and impacts of the project. This was to be done through the development, operation and maintenance of a comprehensive M&E system which included monitoring indicators reflecting the project achievements, loan performance, cost efficiency, project disbursement, socio-economic impacts and environmental impacts.

In additional, MKE delivered training for the project staff on the application of the M&E system for monitoring the project progress, and evaluating the project efficiency.

CIDA - Local Consulting services for Monitoring Ha Tinh Agricultural Development & Soc Trang SME Development Project - 2013

Project Description:

The Soc Trang Small and Medium-Sized Enterprise Development Project and the Ha Tinh Agricultural Development Project were being implemented through targeted budget support, and involving the development and strengthening of existing sector policy frameworks, public financial management capacity and existing local accountability frameworks.

MKE assisted CIDA in monitoring and assessing performance against expected results with an aim to mitigate development, environmental and fiduciary risks associated with these projects and complement other Government of Vietnam accountability mechanisms strengthened through the projects’ interventions.

Specifically, MKE helped to monitor the project results, assess the achievements of agreed-upon results and annual priority actions, provide timely technical advisory support to CIDA, monitor the performance of the Project Management Units and other relevant stakeholders as well as monitor the financial management, including procurement to ensure that the projects are being implemented in accordance with the terms and conditions of the contribution arrangement.

UNDEF - Post Project Evaluation of Civic Education and Civil Society Empowerment in Remote Areas - 2013

Project Description:

In an effort to promote a more vibrant civil society in Myanmar, UNDEF had been providing funding to Myanmar Egress to support its Civic Education and Civil Society Empowerment in Remote Areas Project. These trainings served to strengthen civil society in remote areas by giving participants the basic tools for engaging government.

The post evaluations assessed project impact, effectiveness, efficiency and relevance. This involved a review of not only project operations but also other civil society strengthening models in Myanmar. Research was conducted through interviews with project staff, trainers, and training participants as well as other civil society organizations.

UNDP Myanmar - Analysis of the Common Fund Performance of the Self Reliance Groups (SRGs) and Community based organizations (CBOs) - 2013

Project Description:

For UNDP development interventions in Myanmar the principal instruments for community engagement and for improving livelihoods are the Self Reliance Groups (SRGs) and Community based organizations (CBOs).

The Internal Assessment Mission (IAM) 2012 recommended a review of the repayment rate by a qualified expert in microfinance so as not to cast doubt on the reported results, but to ensure that the formula is robust and correctly capturing the full performance of the revolving funds. It was in this regard the UNDP through ICDP and CDRT required solid, quantifiable evidence as to the performance of the SRG and CBO common fund over time, including a review of the calculation of the repayment rate and tracking method.

United Nations Population Fund Vietnam (UNFPA) - Baseline Survey on Imbalanced Sex Ratio at Birth - 2012

Project Description:

This baseline study was part of UNFPA commitment to support the Government of Vietnam (GoV) in addressing the problem of imbalanced sex ratio at birth (SRB). UNFPA is forming an intervention model to be piloted in Hai Duong province with an aim to provide adequate and well directed support for the GoV in combating rising SRB imbalance.

This baseline study was designed and conducted in Hai Duong province to measure the actual situation of sex ratio at birth in the province, identify gender roles and cultural perceptions of gender that drive SRB imbalance in Vietnam, review the awareness to SRB imbalance as well as the effectiveness of past/current interventions, and recommend detailed interventions as well as set up baseline data for measuring the project effectiveness and cost effectiveness analysis of the intervention model on SRB by the end of 2015 and 2016.

Project Description:

The Global Competitiveness Facility (GCF), one component of the Business Sector Program Phasing-Out Support, was implemented with an aim to increase the competitiveness of non-public Vietnamese businesses in export-oriented sectors through better access to relevant business services and exposure to innovative business models. MKE conducted a baseline survey of more than 400 rice and cocoa-related farmers and micro – small – medium enterprises to assess the impacts of the GCF supported innovations/ interventions on the cocoa and rice export value chains, and make relevant recommendations on the effectiveness of existing and future value chain projects.

Ministry of Agriculture and Rural Development - Red River Delta Rural Water Supply& Sanitation – Monitoring & Evaluation Phase 1: Improved Hygiene Behavior - 2012

Project Description:

The project put an emphasis on the improvement of lives and livelihoods of rural community through the delivery of clean water, sanitation and community health.

MKE provided M&E consultancy to conduct quarterly monitoring, and mid-term review and end-of-component evaluation. This involved the development of indicators for the measurement of impacts, performance and outputs relating to the proposed hygiene and sanitation behavior change program and the campaigns, as well as the assessment of progress and impacts and the preparation of reports.
