Lux Development - Project Y1 Data Collection - Eastern Shan Rural Development and Inclusion Project - 2019
Project Description:
The project aimed to improve the life of a minimum of 15,000 to a maximum of 25,000 disadvantaged people in East Shan State (ESS). MKE carried out a baseline survey before the formal starting of the project to inform and complete the set of 14 Indicator Identity Sheets (IIS) - subject to the present baseline survey
Landell Mills/ Funded by ADB - TA 9634-REG: Strengthening Integrated Flood Risk Management - 2019
Project Description:
The project aimed to strengthen the design and implementation of Integrated Flood Risk Management (IFRM) solutions, enhancing knowledge and application of IFRM strategies in DMCs of ADB. The assignment aimed to provide targeted technical support for program and project preparation and promote more holistic IFRM solutions, including basin-wide and NBSs that would deliver greater sustainability and long-term effectiveness, thereby strengthening flood resilience and adaptive capacity to climate change, land-use change, and other human interventions.
MKE mobilised and provided backstopping support to the inputs of the National Integrated Flood Risk Management Specialist position.
DFID & IMC - Independent Monitoring and Process Evaluation Regional Framework Agreement (IMPERFA) - 2019

Project Description:
To maintain oversight and support lesson learning across programme implementation, DFID awarded a framework contract to IMC and its consortium to procure high quality and internationally recognised knowledge and skills to design and/or undertake process evaluations and independent monitoring work across the organisation’s policy areas and programmes in a range of geographical locations. MKE was a member of IMC’s consortium.
IFAD - Data collection and impact assessments services (Long-term Agreement) - 2019

Vietnam, Philippines, Solomon Islands, Tonga, and 15 other countries.
Project Description:
IFAD awarded MKE a three-year framework contract to develop and administer surveys to collect data needed for impact assessments. The scope of the services include the performance of baselines and/or follow up surveys (at the appropriate level of analysis, namely, the individual, household and community level), that evaluate the impact of a specific project in a specific location, measured through identified outcomes of success, which will be specific to the project’s theory of change, and will have to meet IFAD corporate requirements.
DFID & IMC - Framework Agreement for Expert Advisory Call Down Service (EACDS) - 2019
Project Description:
MKE was a member of IMC’s consortium, which was awarded this framework contract to provide additional technical expertise to DFID departments and overseas offices and Other Government Departments in the development of International Development. This includes but is not limited to: programme design and development, business case development, independent advice/inputs into new and innovative thinking and products and rapid provision of technical advisers to fill gaps on specific assignments where there is a time-sensitive need.
Plan International - Sexual and Reproductive Health and Rights (SRHR) Needs Assessment and Gender Analysis in Nyaung U, Mandalay Region - 2019
Project Description:
SRHR was one of Plan International’s programs to support adolescents and young people in accessing relevant information and services to support the realization of their SRH rights and to take control over the lives free from gender-based violence, with aiming of achieving “My Body. My Future” project’s goal. MKE conducted a needs assessment on SRHR with a gender inclusion analysis to inform the client on the final design of the program to have a strategic and impactful intervention on target beneficiaries.
Plan International Myanmar - Dual-Client (Labor Market & Youth) Assessment for Kachin and Rakhine - 2019
Project Description:
MKE conducted a desk rearch of dual‐client assessment to understand labor market opportunities for, as well as interests of, adolescents and young people and which skills development and livelihood interventions were most appropriate for enabling sustainable income generation opportunities for them in target areas.
FIAAP & F.S.P & Cooperacion Espanola - Monitoring and Evaluation framework to Support to the Reform of the Myanmar Police Force (MYPOL) - 2019
Project Description:
The MYPOL project assists the Myanmar Police Force (MPF) in becoming a modern police agency centred on international best practices and respect for human rights. It aimed to achieve a more preventive, service-oriented, balanced and professional approach to policing, improve the accountability of the MPF and the relationship between police and civil society.
MKE provided the services for the design of the Monitoring, Evaluation, Accountability and Learning (MEAL) Framework for the MYPOL Project that allowed proper monitoring, evaluation and quality control of the project implementation against expected results, fosters strategic planning, accountability and learning processes.
Forest Department (FD), MONREC & Government of the Republic of the Union of Myanmar (GoM) - Climate Vulnerability Assessment - 2019
Project Description:
The objectives of this assignment were to conduct a Vulnerability Assessment (VA) that would inform the planning and implementation for the CCA, to build capacity at FD, ECD and FRI in the design and implementation of VA, including capacities in community consultation and facilitation processes that would be important skill for effective community engagement and institution building for co-management related to sustainable mangrove management.
MKE collected data and information from multiple sources, including existing research, studies and databases, expert consultations, community consultations, transect walks, community mapping, risk ranking, and focus-group discussions (including vulnerable groups such as women, poor, and different ethnic groups and religions).
The VA included community consultations as a key methodological approach. Since community consultations were also important elements of subsequent co-management and resilience-building work related to Engagement Outputs 2, 3 and 4, the VA would support capacity building on community consultation and facilitation as an integrated part of the VA
PEM Consult - Evaluation of European Union’s Cooperation with Myanmar - 2019
Project Description:
The evaluation of the European Union’s co-operation with Myanmar was part of the Work Programme 2017-2021 for Strategic Evaluation.. MKE assisted the clients to arrange mission programme and set up meetings, arrange programme and logistics for field visits and visit to Nay Pyi Daw, liaise with EU Delegation and stakeholders, participate in field visit/meetings in Nay Pyi Daw and Yangon.
