Peace House Shelter Project supporting victims of trafficking in persons was established in March 2007 and provided shelter for 15-20 residents at a certain day (up to the time of the project, had supported nearly 200 victims) along with such services as safe accommodation, health care, psychological care, legal aids and vocational training. Project Description:

The assignment aimed to support the settlement of the weaknesses and constraints faced during Phase I and II of the Peace House Shelter Project – Supporting Victims of Trafficking in Persons by defining an adequate mechanism of planning, monitoring and evaluation, setting adequate management structure and procedures and defining a medium-long term sustainability strategy involving Ministry of Labor, Invalids and Social Affairs and others relevant actors in the national system.

Key deliverables included a log-frame matrix of Phase II with a set of result-based indicators, M&E system to monitor the project performance, internal working mechanisms to ensure effective implementation as well as a sustainable strategy of the shelter operation with various scenarios for the sustainability of the shelter.

World University Service of Canada (WUSC) - Needs Assessment for the Skills Training Project for the Private Labour Market - 2012

Project Description:

The Needs Assessment was undertaken to assist WUSC and eight local universities/colleges to identify the required skills that students should be equipped with before entering the labor markets, which ultimately helped to improve the current curriculum to meet the local market’s needs. Specifically, MKE worked with the eight institutions to gather updated information about the labor market’s demands, developed a standard questionnaire, conducted training for the institutions on survey implementation and data entry, as well as specified key trends and made relevant recommendations from the findings.

United Nations Population Fund Vietnam (UNFPA) - Baseline Survey on Imbalanced Sex Ratio at Birth - 2012

Project Description:

This baseline study was part of UNFPA commitment to support the Government of Vietnam (GoV) in addressing the problem of imbalanced sex ratio at birth (SRB). UNFPA is forming an intervention model to be piloted in Hai Duong province with an aim to provide adequate and well directed support for the GoV in combating rising SRB imbalance.

This baseline study was designed and conducted in Hai Duong province to measure the actual situation of sex ratio at birth in the province, identify gender roles and cultural perceptions of gender that drive SRB imbalance in Vietnam, review the awareness to SRB imbalance as well as the effectiveness of past/current interventions, and recommend detailed interventions as well as set up baseline data for measuring the project effectiveness and cost effectiveness analysis of the intervention model on SRB by the end of 2015 and 2016.

The Global Competitiveness Facility (GCF), one component of the Business Sector Program Phasing-Out Support, was implemented with an aim to increase the competitiveness of non-public Vietnamese businesses in export-oriented sectors through better access to relevant business services and exposure to innovative business models. MKE conducted a baseline survey of more than 400 rice and cocoa-related farmers and micro – small – medium enterprises to assess the impacts of the GCF supported innovations/ interventions on the cocoa and rice export value chains, and make relevant recommendations on the effectiveness of existing and future value chain projects.

The objective of the Program on Strengthening the Comprehensive Capacity of Inspectorate Sector towards 2014 (POSCIS) was to build the ethical, strong, professional and modern inspectorate system capable of good performance of tasks as provided by laws in the areas of inspection, complaint and denunciation settlement, and anti-corruption.

MKE provided a Chief Technical Advisor who performed the functions of support the management, coordination and provision of technical leadership to enhance the capacity of the Inspectorate system to implement the Program and support the Program and Project Components to handle difficulties and short-comings arising during their implementation, provide policy advice on strengthening the capacity of the inspectorate system, especially in prevention and suppression of corruption, and give advice on training works, suggest the international experts who can support and share experience on the inspectorate profession.

The survey was implemented to provide feedback from local enterprises in various industries on the state of the private sector, business environment and constraints to their growth and performance. The findings from 3,000 face-to-face interviews would contribute to the development of indicators that enable the comparison across countries and tracked changes over time as well as the stimulation of systematic dialogue and reform agenda. The Consultant developed the sample frame, conducted pilots, finalized the questionnaires, provided training for local enumerators, conducted interviews and data entry, and reported on a regular basis.

Project Description:

The long term objective of the SEQAP was to create the foundations for the implementation of FDS in primary schools throughout Vietnam by 2020. The short-term objectives were to develop the policy framework for FDS, to pilot and apply FDS model in selected provinces, and to create favourable conditions for moving to FDS nationwide.
