Description of the Project :

The Second Upper Secondary Education (USE) Development Project (the Project/USEDP II) is financed by the Asian Development Bank (ADB) and the Government of Viet Nam. The Project helps the Government promote its ongoing reform initiative for USE through upgrading of teaching and learning to international standards, improving student access and retention, and strengthening school management for USE. The Project is national in scope, with investments to improve access targeted to selected disadvantaged provinces. The objectives of the consultant’s services were to provide all necessary support to the Central Project Management Unit (CPMU) in ensuring the smooth and efficient implementation of the Project, as well as providing technical expertise in a variety of fields, including financial management, procurement management, staff development, monitoring and evaluation, and overall coordination support for the Project.

Mekong Economics provided an Expert on Capacity Development for USE Planning and Management to complete the following tasks under the lead of the international consultant:

  • Undertaking an assessment of management capacity and planning capacity of managers in MOET, DOETs, USSs, complimentary education schools and CECs having complimentary programs for USE. The assessment will highlight constraints and weaknesses, where these exist, in the current system, and recommend remedial measures.

  • Conducting a comparative study on management capacity development of educational administrators in various countries, and proposing initiatives and frameworks for capacity development of USE management in Vietnam;

  • Assisting the CPMU in arranging in-country training for USS principals;

  • Assisting the CPMU in arranging in-country training for CEC directors;

  • Preparing monitoring and evaluation framework and evaluation indicators for capacity development for targeted groups;

  • Assisting the CPMU in designing and implementing OST for core USS managers;

  • Assisting CPMU in developing school mapping software for USSs.

  • Assisting CPMU in implementing block grants for local government to develop management capacity, including: planning, implementation, M&E, etc.

  • Assisting CPMU in evaluating the implementation of capacity development for USE planning and management in targeted provinces and proposing recommendations in capacity development for managers in order to improve USE quality

Private Client/IFC - Ecosystems Services Assessment of a solar project in Vietnam - 2018

Project Description:

Our client proposed to develop a solar photovoltaic project in Vietnam. The Project site was located in a local commune, which is inhabited by both the ethnic minorities and Kinh (Vietnamese) people. The mission’s main objective was to undertake an ecosystems services assessment to: Determine the impact on surrounding communities of the loss of ecosystem services; Assess the capacity of the area surrounding the Project site; propose sustainable alternatives for offsetting the loss of those services and achieving a comparable livelihood resource balance.

MKE’s team was responsible for undertaking a rapid ecosystem services assessment, conducting household surveys, interviewing relevant stakeholders, drafting and submitting final evaluation reports to the client.

ADB - Facilitating SMEs Foreign Direct Investment (FDI) Flows: An ASEAN+6 Case Study - 2017

Project Description:

The project assessed the likely impact of investment and other FDI-related provisions in the draft Regional Comprehensive Partnership Agreement (RCEP) for enhanced FDI flows in ASEAN+6; identified barriers to enhance SMEs’ FDI flows between ASEAN+6 countries; and proposed policy reforms, capacity development programs, and private sector transactional support to translate likely RCEP provisions and the potential internationalization of SMEs into enhanced FDI flows in the ASEAN+6 countries, particularly SME-driven FDI for agriculture, manufacturing, and services. MKE provided six key staff member to implement this enterprise-level in three source countries and prepared the final report on the RCEP agreement impact.

Lux Development - Final term evaluation of project VIE/033 - 2017

Project Description:

The VIE/033 Climate Adapted Local Development and Innovation project targeted to benefit approximately 400,000 people living on 124,000 hectares of land and 22,000 hectares of lagoon area with three results: enhancing knowledge and management, increased protection, availability, resilience and use of resources, and more efficient productive activities.

MKE was assigned to conduct the final evaluation on VIE/033’s impacts. In particular, our team conducted field visits and documents review, designed evaluation module, collected, processed and analyzed data and submitted the final report.

Project Description:

The IB Accelerator was designed to both consolidate and scale-up private sector engagement in Base of the Pyramid (BoP) markets. Current offerings of BoP business support were scattered and service providers were not aware of the many BoP market opportunities that exist or lack the quality and capacity to create inclusive business strategies at scale.

MKE conducted an evaluation on the relevance, effectiveness, efficiency and sustainability of the programme. Data collection tools included SME phone surveys, logistical support and interviews. A final report was prepared.

UNDP - Survey Expert for Rakhine Basic Needs Assessment - 2017

Project Description:

UN supported the Government of Myanmar (GoM) in its effort to conduct an assessment of households’ basic needs in the Rakhine state, as part of the efforts to assist the GoM to achieve socio-economic development of the State. It was envisaged that the assessment initially would be piloted in certain areas of Rakhine with the possibility of expanding it to cover the entire state later on.

MKE provided an international Survey Expert to lead on the design and implementation of the surveys that will be conducted for the assessment (both qualitative and quantitative).

Dan Church Aid (DCA) - Consultancy Service for Baseline Study for Save Lives and Build Resilience - 2017

Project Description:

MKE was commissioned to collect baseline information and establish benchmarks for the proposed outcomes in the Country Plan of DCA for Myanmar. The baseline assessment employed a mix of both quantitative and qualitative approaches of data collection. Country programme log-frame was reference point as linked to outcomes under programme. The consultancy covered the components of WASH; hygiene, sanitation and access to safe water and other cross cutting issues like gender, and accountability.

BSI & ADB - Consultancy services for Enhancing Capacity of Sanitary and Phytosanitary (SPS) Arrangements to Facilitate Trade in the Greater Mekong Subregion – 2017

Project Description:

The project built on the SPS projects for CLV and extended SPS analysis and consultations to the GMS. It also added value by bringing in the other countries to pursue GMS level analysis, discussions and consensus of SPS issues. In addition, the Technical Assistant prioritised the analysis on cooperation between customs and SPS agencies to strengthen the linkage between them, particularly in the areas of risk profiling, risk management and information sharing, through enhanced data sharing, and the establishment of a coherent and integrated approach to risk management.

This analysis eventually contributed the groundwork towards establishment of national single window systems and realization of the ASEAN single window, as well as the Asian Cargo Highway. Two National Consultants from MKE worked with BSI on this assignment.
