World Bank - Implementation of China Enterprises survey - 2012
Project Description:
The survey was implemented to provide feedback from local enterprises in various industries on the state of the private sector, business environment and constraints to their growth and performance. The findings from 3,000 face-to-face interviews would contribute to the development of indicators that enable the comparison across countries and tracked changes over time as well as the stimulation of systematic dialogue and reform agenda. The Consultant developed the sample frame, conducted pilots, finalized the questionnaires, provided training for local enumerators, conducted interviews and data entry, and reported on a regular basis.
Ministry of Agriculture and Rural Development - Red River Delta Rural Water Supply& Sanitation – Monitoring & Evaluation Phase 1: Improved Hygiene Behavior - 2012
Project Description:
The project put an emphasis on the improvement of lives and livelihoods of rural community through the delivery of clean water, sanitation and community health.
MKE provided M&E consultancy to conduct quarterly monitoring, and mid-term review and end-of-component evaluation. This involved the development of indicators for the measurement of impacts, performance and outputs relating to the proposed hygiene and sanitation behavior change program and the campaigns, as well as the assessment of progress and impacts and the preparation of reports.
International Center for Research on Women - Longitudinal study of a workplace education and life skills program in a Garment factory in Cambodia - 2012
Project Description:
Our Client was serving as an evaluation partner and also providing strategic guidance for a workplace education program for young women in selected garment factories. In each factory, the program offered female garment workers education and life skills training in critical areas such as communication, problem solving and decision making as well as health, financial and social entitlements. MKE conducted an interviewer-administered longitudinal end-line survey to obtain information on long-term effects of the program on participants’ knowledge, attitudes, and practices regarding key learnings and objectives of the program in a Phnompenh factory.
GIZ - Follow-up data collection for the result-based monitoring system of the program & Support to decentralized health system - 2012
Project Description:
MKE conducted a follow-up survey to assess access to premium quality health services for all strata of the population, with focus on the poor, for this GIZ health access through decentralized health system programme.
Government Inspectorate of Vietnam (GI) - Building a result based M&E system for the Programme on Strengthening the Capacity of the Inspection Sector (POSCIS) - 2011
Project Description:
Designed and published a results-based M&E framework to be used to measure Programme impact at all levels of the Programme on Strengthening the Capacity of the Inspection Sector (POSCIS) of the Government Inspectorate (GI) of Vietnam. After a careful evaluation of the current Inspectorate M&E system, a new streamlined framework was proposed, based on existing data collected so as to assure sustainability beyond the Programme. The M&E framework was created on the basis of desk reviews, fieldwork, surveying and detailed interviews with Inspectorate staff and clients in the four relevant Provinces and five Ministries.
World Bank (Transaction Centre III) - The Third Rural Finance Project – Mid term Socio-economic Impact Assessment Review - 2011
Project Description:
The Development Objective of the Third Rural Finance Project (RF) was to increase economic benefits for rural private enterprises and households by improving their access to finance. The expected outcomes included:
(i) improved access to financial services for rural entrepreneurs
(ii) increased capital investment made by the rural entrepreneurs as well as increased employment
(iii) increased lending, particularly term lending to the rural private sector for capital investment by all participating financial institutions (PFIs) on market-based terms.
Mekong Economics accomplished the following work:
(i) On-desk reviewing secondary data and materials provided by PMU and PFIs
(ii) Conducting a survey of more than 500 end-borrowers to assess project socio-economic impact on end borrowers
(iii) Conducting in-depth interviews with more than 50 individuals representing the PFIs and other related agencies
(iv) Processing collected data, preparing and finalizing required report (draft and final report).
IFAD - Evaluation of agro-forestry product manufacturing, processing and product market in Bac Kan province - 2010
Project Description:
Evaluated the current agro-forestry production and processing market within Bac Kan Province in relation to domestic and foreign markets, and the competitive capacity of existing agro-forestry products in Bac Kan Province. Provided recommendations of strategic solutions and approach methodology to support planning, implementation, transformation, and management, as well as create sustainable and effective use of APIF fund.
DANIDA - Assessment of Technical Assistance Needs for the Strategic Plan of Agriculture Sector in the Provinces of Dien Bien and Lao Cai - 2010
Project Description:
Provided consultancy and facilitation services to identify agencies and individuals which should be consulted in the development of a five year agriculture and rural development sector plan 2011-2015, for Dien Bien province in Vietnam. MKE had:
Worked closely with the provincial planning task force members to identify relevant sources of information.
Prepare field mission work plan and activity plans/agendas
Facilitate and run data collection and consultation activities
Prepare sector planning document and conduct field missions in each province.
Spanish Red Cross in Vietnam - Final Evaluation of the Project “Employment Plan for People with Disabilities and other Vulnerable Groups in the the North Highlands” - 2010
Project Description:
The evaluation provides an in-depth analysis of the intervention and acknowledge to what extent the promotion of socio-economic and labour market integration for People with Disabilities and other vulnerable groups has been carried out and accomplished. The Evaluation focuses especially in the outcome and results achieved by the end of the project and how to link them to the next phase.
ADB & DFID - Vietnam ADB/DFID funded Making Markets Work for the Poor, Phase II - 2009
Project Description:
Provided technical assistance to ADB and other agency project and programme design activities by building and mobilizing networks around the market development agenda. Developed and assisted the Ministry of Finance in:
(i) executing a clear dissemination strategy to communicate results and lessons arising from projects to key business audiences throughout Vietnam;
(ii) administering VMPCF grants to grantees;
(iii) establishing and maintaining financial management, accounting and reporting systems for disbursement of grants;
(iv) establishing and implementing an M&E system on the impact of funded projects.
