Project Description:

The long term objective of the SEQAP was to create the foundations for the implementation of FDS in primary schools throughout Vietnam by 2020. The short-term objectives were to develop the policy framework for FDS, to pilot and apply FDS model in selected provinces, and to create favourable conditions for moving to FDS nationwide. The assignment was for a study and development of a new/adjusted mechanism for budgeting/allocating non-salary recurrent costs, including transition to FDS.

The World Bank - Survey on Dollarization in Vietnam - 2012

Project Description:

There was a growing concern about the impact of the dollarization on the effectiveness of monetary and exchange rate policies in Vietnam. To improve the understanding of this issue, the World Bank in Vietnam commissioned MKE to carry out a study that aims to identify the extent and causes of dollarization in Vietnam over time.

UNDP Myanmar - Assessment and Development of Beneficiary targeting methodology for programme formulation - 2012

Project Description:

UNDP had implemented three phases of the Human Development Initiative (HDI) programme, with its fourth phase ending in December 2012. In the spring of 2012 UNDP Myanmar began formulating a new, post-2012 HDI programme. This consultancy was one of those to be fielded by the country office to explore targeting methodology options for household/ beneficiary selection in the new programme. As such, the UNDP Myanmar required an assessment of the effectiveness and efficiency of the current HDI beneficiary targeting procedures for household and village as well as an analysis of different targeting practices in Myanmar and international best practices.

The World Bank - Agriculture and Rural Development Public Expenditure Review - 2012

Project Description:

The objective of this Agriculture and Rural Development Public Expenditure Review (PER) was to contribute to the preparation of the proposed poverty reduction and rural development operation in the Central Region through consolidating lessons learned from the recent period Public Expenditure Management (PEM), and making recommendations on how selected provinces and central agencies in charge of the implementation or coordination of related programs can effectively and efficiently use available financial resources for achieving the rural development and poverty reduction goals set out in core strategies/development plans for the forthcoming period. MKE completed the following tasks:

(i) Providing a broad description of the dynamics and patterns of allocations and spending and the overall PEM system in the ARD sector.

(ii) Conducting a broad assessment of allocative efficiency for the sector as the whole and a more in-depth one for the selected provinces.

(iii) Carrying out an in-depth analysis of technical efficiency in the selected provinces and the influencing factors

(iv) Providing an assessment of growth and poverty reduction impacts of selected ARD programs in the region.

(v) Producing a report presenting findings and recommendations of the PEM and its summary to be included in the synthesis report of the above-mentioned series of analytical works.

The Program on Strengthening the Comprehensive Capacity of Inspectorate Sector (Kien Giang)- Human Resource Development Plan for Provincial Inspectorate of Kien Giang - 2011

Project Description:

The overall objective of POSCIS was to “build and Inspectorate sector that is ethical, consolidated, step-by-step professionalized, modern and capable of effectively implementing inspection, complaints and denunciation handling and anti-corruption tasks assigned by the Communist Party and the State.” The assignment was to provide technical support for Kien Giang CPMU to build human resource development plan for Provincial Inspectorate in the period of 2012 – 2015. MKE’s consultants completed

(i) reviewing draft and providing comments on survey questionnaires

(ii) reviewing draft and providing comments on Report of survey results

(iii) reviewing draft and provide comments on Human Resource Development Plan

(iv) participated and presented a speech at a workshop organized by Kien Giang Component PMU to contribute ideas on building human resource development plan.

Ministry of Education and Training - Rapid assessment of global crisis impact on Vietnam Education - 2010

Project Description:

The rapid assessment investigated the scope of impact of the economic crisis across the education sector in Vietnam, in order for the Government, in particular the MOET and the Ministry of Labor, Invalids and Social Affairs (MOLISA) to respond to the crisis as early as possible. The assessment provided situational analysis of the possible impacts of the ongoing economic downturn in the education sector; identified resilient as well as susceptible/ vulnerable areas and the sub-sectors; and suggested possible interventions to address some of the impacts/vulnerabilities.

MOH/GTZ – Health Project Son La & Cao Bang Knowledge & Attitude – Practice (KAP) Survey - 2010

Project Description:

This study compiled essential up to date information and data on the knowledge, attitudes and practice of different target groups in the provinces of Cao bang and Son La regarding several health topics. The survey results allowed for comparison with the baseline result in order to draw conclusions concerning the effectiveness and impacts of the project activities.

Oxfam Quebec’s Rural Enterprise Expansion Project (REEP) - Consultancy on processing data base from Midterm Evaluation Hai Duong, Quang Ninh and Thanh Hoa provinces - 2010

Project Description:

Based on the questionnaires collected for the Mid-term Evaluation, Mekong Economics undertook data entry, data processing and report writing to highlight changes in the project’s beneficiaries and stakeholders which can be attributed to the project’s interventions by comparing with the Baseline data.

UNOPS - Impact Assessment for Project Access Improvement to Markets - 2009

Project Description:

Conducted the socio–economic impact evaluation of the construction of 5 bridges under the programme for access Improvement to Markets in the Eastern Region of East Timor Leste (AIM). The evaluation included the assessment of the socio-cultural perception of the program by the local population for its sustainability, the technical appropriateness to local needs and capacities, and assessment of behavioural changes to strengthen the social partner and social dialogue and to the reduction of poverty.

ECORYS - Evaluation of the performance of the Belgium Technical Cooperation (BTC): two projects in Vietnam - 2009

Project Description:

Provided an assessment of two projects:

1. Strengthening of the institutional capacity of the Vietnam Women’s Union to manage savings and credit programmes for rural poor women (phase II) (social development through micro- credit)

2. Support to the Public Administrative Reform Programme in Can Tho Province

Assessed the quality of the projects based on OECD/DAC evaluation criteria: relevance of the project, effectiveness of actions, efficiency of implementation, sustainability of the results, and if possible, the impact of the project.
