Asian Development Bank (ADB) - Facilitating Small and Medium- sized Enterprises (SMEs) Foreign Direct Investment (FDI) Flows: An ASEAN+6 Case Study - 2019
Description of Project:
The regional technical assistance (TA) (i) assessed the likely impact of investment and other FDI- related provisions in the draft Regional Comprehensive Partnership Agreement (RCEP) for enhanced FDI flows in ASEAN+6; (ii) identified barriers to enhanced SMEs’ FDI flows between ASEAN+6 countries; and (iii) proposed policy reforms, capacity development programs, and private sector transactional support to translate likely RCEP provisions and the potential internationalization of SMEs into enhanced FDI flows in the ASEAN+6 countries, particularly SME- driven FDI for agriculture, manufacturing, and services.
Description of services provided by MKE :
Analyzed RCEP agreement impact
Undertook an enterprise level survey in India, Thailand and Cambodia to determine the drivers and motives as well as key barriers and challenges specific to SMEs in agriculture, manufacturing, and services that were investing or contemplating to invest specifically in other countries in the RCEP region; prepared a report on the results of the surveys, and provided recommendations to enhance outward FDI from source countries and FDI facilitation program for each of the destination countries;
Identified three destination countries in consultation with ADB; provided recommendations for facilitating outward SME FDI from the source countries (support needed by SME investors); and prepared FDI facilitation papers for each of the three destination countries. All of these recommendations aimed to enhance outward FDI driven by SMEs in agriculture, manufacturing, and services in one or more of the identified source countries and inward FDI to one or more of the identified destination countries in the RCEP region.
ADB - Facilitating SMEs Foreign Direct Investment (FDI) Flows: An ASEAN+6 Case Study - 2017
Project Description:
The project assessed the likely impact of investment and other FDI-related provisions in the draft Regional Comprehensive Partnership Agreement (RCEP) for enhanced FDI flows in ASEAN+6; identified barriers to enhance SMEs’ FDI flows between ASEAN+6 countries; and proposed policy reforms, capacity development programs, and private sector transactional support to translate likely RCEP provisions and the potential internationalization of SMEs into enhanced FDI flows in the ASEAN+6 countries, particularly SME-driven FDI for agriculture, manufacturing, and services. MKE provided six key staff member to implement this enterprise-level in three source countries and prepared the final report on the RCEP agreement impact.
BSI & ADB - Consultancy services for Enhancing Capacity of Sanitary and Phytosanitary (SPS) Arrangements to Facilitate Trade in the Greater Mekong Subregion – 2017

Project Description:
The project built on the SPS projects for CLV and extended SPS analysis and consultations to the GMS. It also added value by bringing in the other countries to pursue GMS level analysis, discussions and consensus of SPS issues. In addition, the Technical Assistant prioritised the analysis on cooperation between customs and SPS agencies to strengthen the linkage between them, particularly in the areas of risk profiling, risk management and information sharing, through enhanced data sharing, and the establishment of a coherent and integrated approach to risk management.
This analysis eventually contributed the groundwork towards establishment of national single window systems and realization of the ASEAN single window, as well as the Asian Cargo Highway. Two National Consultants from MKE worked with BSI on this assignment.
ADB/Conseil Sante - Consultancy services for TA-8842 REG: Greater Mekong Sub-region Health Security Project – PPTA Consultants - 2015

Project Description:
This ADB project complemented existing projects, focusing on communicable diseases control (CDC), HIV/AIDS and malaria in one single intervention aimed at strengthening health security in Cambodia, Lao PDR, Myanmar, and Vietnam by providing district and provincial health services capacity for diagnostic, response and treatment. The project focused on remote and underserved areas, with high poverty incidence, and on migrant and mobile populations (MMPs).
MKE Team developed country implementation plan/work program in coordination with the Team Leader; assessed the institutional capacity of the executing and implementing agencies, prepared project implementation arrangements, and prepared institutional and capacity strengthening programs; conducted field visits to investigate services situation and assess local needs; and prepared reports on activities and outputs as required.
ADB & DFID - Vietnam ADB/DFID funded Making Markets Work for the Poor, Phase II - 2009
Project Description:
Provided technical assistance to ADB and other agency project and programme design activities by building and mobilizing networks around the market development agenda. Developed and assisted the Ministry of Finance in:
(i) executing a clear dissemination strategy to communicate results and lessons arising from projects to key business audiences throughout Vietnam;
(ii) administering VMPCF grants to grantees;
(iii) establishing and maintaining financial management, accounting and reporting systems for disbursement of grants;
(iv) establishing and implementing an M&E system on the impact of funded projects.
