The Canadian International Development Agency (CIDA) is providing funding for two initiatives in the provinces of Soc Trang and Ha Tinh – i ) the Soc Trang Small and Medium-Sized Enterprise Development Project; and ii) the Ha Tinh Agricultural Development Project, both of which are being implemented through targeted budget support to the provinces over a duration of six years.  The projects became operational in early 2011.  Despite a focus on different sub-sectors in each province, similar approaches have been adopted involving developing and strengthening existing sector policy frameworks, public financial management capacity and existing local accountability frameworks. Local monitoring services are sought by the Embassy for both of these initiatives

Peace House Shelter Project supporting victims of trafficking in persons was established in March 2007 and provides shelter for 15-20 residents at a certain day (up to now has supported nearly 200 victims) along with such services as safe accommodation, health care, psychological care, legal aids and vocational training. MKE completed a Mid-term Evaluation of this Project.

The Smallholder Rubber Development Project continues the Agricultural Diversification Project completed in 2006. It aims to provide credit and technical support to maintain the planted rubber under the previous project in ten provinces situated in the Central highlands and coastal region.

The M&E assignment is undertaken to support the Project Management Committee to monitor the implementation in terms of the effectiveness, efficiency and impacts of the project. This is to be done through the development, operation and maintenance of a comprehensive M&E system which includes monitoring indicators reflecting the project achievements, loan performance, cost efficiency, project disbursement, socio-economic impacts and environmental impacts. In additional, the Consultant will deliver training for the project staff on the application of the M&E system.
